Public Private Partenerships for the Urban Environment

3. Objectives
The central objective of the Public Private Partnerships for the Urban Environment programme (PPP) is to promote partnerships/joint ventures between the private sector and governments to address key urban environmental problems in developing countries in the areas of water, waste management and energy.

The programme promotes these partnerships/joint ventures by providing resources to convert environmental problems into viable business opportunities. The United Nations Development Programme (UNDP) believes that the formation of such partnerships is one of the most promising forms of cooperation now emerging for sustainable development. The programme's projects are designed to tackle some of the most urgent developing country urban environmental problems in the areas of water and sanitation, waste management, energy services and the use of natural resources. Projects bring together private investors and city governments to address a number of problems such as:

  • Water pollution and Inadequate water supply;
  • Insufficient sanitation infrastructure;
  • Excessive waste of natural resources in industrial production processes;
  • Inadequate or non-existent waste management procedures;
  • Environmentally unfriendly technologies;
  • Lack of environmental education;
  • Lack of environmental considerations in development initiatives; and
  • Ineffective and wasteful energy sources and technologies.

4. Programme
Projects in action under PPP are listed below:

  • Urban Waste Management Project
    Agua Pura, S.A.
    Manizales, Colombia
    The Manizales project addresses water supply and quality, including the problems caused by coffee producers using a traditional, highly polluting coffee washing process. A new company, comprised of several government agencies and private sector companies was formed in an attempt to create an economically viable solution to the pressing environmental problems. The company has developed a complete business plan for domestic solid waste collection, disposal and recycling that will extend out to encompass several municipalities and thousands of households and businesses.

  • Demand Side Management/Energy Efficiency and Conservation Project
    Energy Efficiency and Conservation Unit/Testing and Certification Laboratory
    San Jose, Costa Rica
    In response to the growing need for energy conservation utilizing the demand-side management approach, a corporation comprised of several public and private sector investors was formed to improve the energy efficiency programmes in Costa Rica. The services include energy audits, advisory services, energy conservation strategy formulation, promotion and commercialization of energy efficient equipment.

  • Waste Management and Reclaimed Materials
    Ostrava, Czech Republic
    An existing company, Ostrava, in need of expansion but lacking the resources, looked for investors and found them among the public sector. The corporation produces plastic protection for underground electric cables, using recycled plastic from municipal solid waste. Three municipalities and 13 towns in the district are interested in participating in a new mixed-capital enterprise because they see the project as a test for possibly developing waste management solutions on a regional basis.

  • Textile Industry Relocation/Park Pollution and Waste Management
    Textile Industry Industrial Park
    Bandung, Indonesia
    In an attempt to create a sustainable waste management system that incorporated the use of zero emissions technologies, a partnership between two private sector companies and three public agencies was established. Part of the project includes introduction and promotion of "cleaner" technologies to control pollution in industrial parks.

  • Port Waste/Industrial Waste Management Facility
    Integrated Regional Waste Management Facility
    Batangas Bay Region, Philippines

  • Municipal Packaging Waste Disposal and Recycling Project
    Greater Tunis Packaging Waste Disposal and Recycling Project
    Tunis, Tunisia
    This project is concerned with finding an economically viable solution for waste disposal and recycling in the greater Tunis area. Creation of a partnership between a few local government agencies along with firms in the packaging industry and cement industry to provide infrastructure services that include the collection, sorting and recycling of packaging waste (paper/cardboard, glass, aluminum, etc.) to sell to re-users and energy users (i.e.: the cement industry).

  • Integrated Waste Management
    Bursa Municipality Integrated Waste Management Project
    Bursa, Turkey
    The scope of this project is broad as it is an attempt to find economically viable options for a number of different waste management schemes including urban domestic waste, packaging recycling, industrial waste, toxic/hospital waste, materials recovery facilities and waste energy biogas among others. The partners consist of local and national governmental agencies and several private companies.

  • Energy/Water/Waste Optimization Project
    Energy and Environment Management Enterprise
    Willowvale Industrial Park, Harare, Zimbabwe
    The recent increase in the development of industrial parks in Zimbabwe drove the authorities to seek a solution to the growing environmental problems of the parks. This project pulls together several agencies from the public and private sectors to invest as shareholders in the creation of this new corporation to implement a cost-efficient and optimized energy management system in the Willowvale Industrial Park. Replication of this project is possible at other existing industrial areas and could be used for major new industrial park developments in Zimbabwe and in other nations.
